I have one Major technology Boost, One Green Technology Boost, and Two Green Rearch Boosts..

When double-clicking them, they bounce between my character's inventory and R&D tabs, but do not activate.

I'm an idiot. I thought these were progress boosts, not crafting boosts. DOH!
