Temporal Recruit Account Wide rewards missing or incomplete

Account wide rewards that should be available at the temporal agent at ESD or Kronos for completed temporal recruits are missing or incomplete. Almost none of them are offering Discovery marks or elite marks (was a known issue on PC and fixed). Additionally, I have completed a reputation to tier 6 and claimed the experimental ship upgrade on the temporal recruit but have been unable to claim the ultimate upgrade that should be available on account wide characters (both federation and klingon).

As I recall, there is no equivalent account-wide reward for Temporal Recruits reaching T6 in a Reputation, despite what the Wiki says.
There is one for a Gamma Recruit, though...
