Frozen- "Arrest Obisek" option doesn't work

For variety, I decided to arrest Obisek at the end of "Frozen". I had a short firefight with his resistance fighters, and then- nothing. They just stand around looking defeated. I was given the option to tag one for beaming to my brig, but couldn't interact with any of the rest. I assume this is not the intended ending...

Probably a forgotten remnant of a former version of this particular mission, when Obisek was still considered a not-so-nice guy. However things have changed since the release of LoR.
