Trait category "Other" missing (and has been for months!)

So, as the title says, the "Other" category for traits has been missing from our Character Sheets for months now.
This is where "Well-Travelled" and "Deprogrammed" would normally sit but we currently do not see the category, nor receive the effect of those traits.
To demonstrate, I loaded up a character that doesn't have the category showing, and doesn't have any of the traits that should go there.
I did "Tour the Galaxy" and received the trait 'Well-Travelled', as can be seen in the screenshot.
I then transwarped to Qo'noS but the trait category did not appear.
After a relog, it still isn't there.
