I just went to run the mission and at the very beginning the Iconian ships take no damage from anything which makes mission progress or endeavor work impossible to do.

It's not bugged. There's a briefing window you have to acknowledge (which gets closed if you skip the cutscene), otherwise it won't let you start combat.
