Romulan 23nd Century Helm does not show up on Romulan Republic characters

After purchasing the Romulan 23nd Century Uniform, the Romulan 23nd Century Helmet only shows up in the Tailor for male Romulan-species characters, not Romulan Republic characters like it says in the store.
