The Legendary Command Dreadnought Cruiser and cloaking devices

Federation aligned cloaking devices are listed as being able to be installed aboard "Any Federation Tactical Escort, Battle Cruiser, Dreadnought Cruiser, or Aquarius Light Escort." Since the new "Legendary" Odyssey-class is officially labeled as a "Legendary Command Dreadnought Cruiser," shouldn't it be able to have a cloaking device? I've tried putting one on it, but I get the "Class requirements not met" message. Could this be a bug, an oversight, or is it intentional?

    It comes equipped with a Cloaking Device console, but as soon as you move/unequip the console, it seems it cannot be re-equipped.
