Unlocked Legendary Ship Traits missing across account

On PS4, my main character Selek has unlocked the Tier VI starship traits for the 10 starships in the legendary bundle, as well as the legendary mirror dreadnought. However, these unlocked traits which are account wide are not showing up as options to select on my other characters. What makes this even stranger, is that one ships trait might show up, but none of the others.

I've tried cycling maps, selecting and de selecting the appropriate ships as well as loading multiple different characters. This has been ongoing for the past few months.

Please advise.
