Unified Targeting not giving 20% all damage, 20% Acc to myself or Allies.

Unified Targeting 3 part Swarm Tactics set set doesn't apear to be working correctly. When my hangar pets target an NPC there is no buff to damage or acc for myself or the pets. When I summon a Battleship and Frigate those do work and provide a buff. Normally hangar pets are counted as friends and allies and benefit from friends and allies buffs. Its a little odd pet summons work but pets lunched from a bay do not work.
Also there is no buff symbol on the target, summons or my own ship to say Unified Targeting is active or how many stacks are active. Lastly the set say its stacks up to 20 times but if hangar pets are not counted getting 20 stacks is near impossible. It stacks up to 20% but so far I have not managed to get past 2% damage boost.
