In half an hour, Star Trek Online will have console maintenance. Estimated downtime is two hours. You can find the patch notes here:

    After Patch, When you teleport to the first city the game crashes

    I can't get into the First City either. I had an alt that navigated to Qo'nos orbit, then I tried to transport to First City. Game crashed, and now that alt is caught in game purgatory since the game now tries to spawn that character in First City every time. 7 attempts, 7crashes.

    Turning off the game for 30 minutes didn't work either. I even reinstalled the gave, but saves are on the server side.

    Funny enough, my toons that were already in First City before the update do not crash. I can log into the game with them and walk around the City, even go to the shipyard. I have not tried leaving and re-entering Qo'nos yet, though.

    Even if you get to Qo'nos, the place has been emptied out since their last patch. Apparently the Fek'ihri managed to decimate the population when nobody was looking? And they say that klingons are tough warriors!

    They emptied out Qo'noS, because the random walk-around NPC generation would cause the PlayStation to crash if you spawned in at a time/place where the graphical updates and number of NPCs would be too much for the poor console. Yeah, the First City is a ghost town now. But at least it isn't a coin flip as to whether or not we have to spend several minutes waiting for the error check to resolve, restarting the game (if it loads as slowly as it does on the SSD we have in our PlayStation, I can't imagine the wait if someone has the old style hard drive), then logging back in... and reloading the map.
