The one on PC that comes with the Rampart carrier can't be upgraded either, despite the tooltip stating otherwise. I think the only version that can be upgraded is the one that comes from the Voth Antiproton Weapons pack. If so, they should probably go back to the ships and turn the weapons to a white common standard issue weapon, like most generic ship gear is, away from the purple very rare versions. That and remove the tooltip from the weapon's description.
