That looks awful. Do you have an external display to try it on? In the sto options for display and graphics, there's an option bottom left for reset display and reset graphics options. Probably won't have an affect but i wonder if some leftover setting wasn't removed when they took out the field of view slider.
I'd also check or confirm your Display settings in ESC (Options) tab.
Make sure your Monitor Vertical Sync is set to ON.
Also check and make sure your Full Screen resolution matches those show in Windows, and that your Monitors refresh rate is what your Dell Laptop supports.
Install the latest version of LCD firmware. Also make sure you're running Dell Intel HD Graphics driver 21.20.16.4574, the newer version from Intel is bugged.
