Fleet versions of Recon Bundle 2 ships (Rom/Jem) not available from Ship Vendor

I own both Cross Faction Recon Bundles (T6). The older Recon Bundle (1) -- with Fed/KDF Recon ships -- has the original versions available in the C-Store. Those originals and the Fleet versions of both ships are available from any Ship Vendor.
The newer Cross Faction Recon Bundle 2 (T6) -- with Rom/Jem Recon ships -- was announced in Dec 2020 to similarly have Fleet versions of both ships included in Bundle 2. Here is the relevant announcement.

I bought the bundle 2 two weeks ago. The two original ships are only available directly in the C-Store. None of the four ships -- two original and two Fleet -- are available from any Ship Vendor. This makes the Fleet versions of the Rom/Jem Recon ships completely unavailable to purchasers of the Recon Bundle 2.
I have looked for the Fleet versions with my primary Fed character, my Jem Gamma Recruit, and my Rom/Fed Delta Recruit. All 3 characters are in different fleets. All three fleets have completed Tier V of the red Military tier within their Fleet Starbase, thereby unlocking Shipyard V. According to the announcement of this bundle, Shipyard IV is required to claim the Fleet versions, and all three fleets more than qualify.
For Bundle 1, all three characters have access to the original ships from the C-Store. The original and Fleet versions of the Bundle 1 ships are available from any Ship Vendor.
For Bundle 2, all three characters have access to the original ships from the C-Store. Neither the original nor the Fleet versions of the Bundle 2 ships are available from any Ship Vendor.
