rep dil vouchers?

is there any way to earn rep dil vouchers?
I am trying to obtain as many of the rep ship and ground sets as possible, mostly because I can
but also to experiment the effectiveness of different sets.

    There are a few in the Delta (and I think Gamma) recruit transponders, and I seem to remember some given out during the anniversary giveaways a few years ago, but I never paid much attention to them besides using them so I don't know all the ways to get them.

    I've used them in the past on Characters that had up to 160 Character-bound VIP Dilithium Claims to get to using the Account-bound ones only.
