Minor Z-order Bug with Ship Customization

When it comes to Z-order (aka layering) the background image in the ship customization screen seems to be placed above the ship's deflector visual effects. Tested with Aegis deflector on two different ships.) When rotating the ship, the visual effect will seemingly vanish behind the background image. May happen with other visual effects, I'm not sure.
