As in, when entering new sectors on new characters and what not? Yes. (He's still also the level up congratulator for standard-Fed characters. And AoY ones too, I think; Lorca does it for the Disco-fleeters.)

As others have said, in sector space yes. In the mission featuring the Guardian of Forever where you go back in time and interact with him, that's still removed 'for revamping'? Still no, but word from the stream is that they're finally considering working on it after only almost a quarter of the game's total life (tho whether or not they keep the Spock bit remains to be seen).
The whole game in general could use more tracks, older and new. And better scripts for them, too. It's always mood-killing to see a dramatic-ish cutscene while the most common "nothing is happening" track (you know the one) is playing.
All the game's 'boss entities' should have their own unique track too - a lot of RPG should do this, in fact, as most of them don't. Yeah, music costs money, but that's why you just make short bits that can be looped, with a variant or two so it doesn't get repetitive.
