Cant get the fleet romulan life time ship

Ok so i went to get a life time rom ship no problem when i went to get the fleet version, no dice have the proper rank(65) fed tac and my fleet holding is at rank 3. I can get any other fleet lifetim ship no problem any suggestions?

Which Ship store are you looking for this at? Is the ship just not appearing or just when attempting to purchase it fails?
