Cannot purchase “Elite Services Starter Pack - Promotional”, must 1st purchase a different product

I've entered in a promotional key code for the Elite Services Starter Pack. The code is showing as validated on my "View Redeemed Keys" section of the Arc launcher. When I start the game, I can see the item listed in the "Promotions" section of the Zen Store. However, it is darkened out. When I select it, it says in red:

“Cannot purchase “Elite Services Starter Pack - Promotional” yet because you must first purchase a different product." Please re-read the product’s description.”

I have 7 characters, and I get the same error message on all of them. All characters are well beyond the tutorial section. I've gone to the separate listings of the items in the pack, but they do not allow me to claim them without spending Zen. I have reported this to IT, and they responded with an email saying that it is a bug and to post here about it. I know at least one other person is having this issue, too.

    Have you claimed that pack before? Because if so you can't reclaim it again and this message will appear. The message is more or less an U.I bug, where it would simply have a message warning you that you already have the pack.
    I had the same issue and after contacting the support and verifying that I already had that pack on one of my characters I no longer would have for another one.
