Science DOT-23 Drone acting weirdly - Bug?

I was trying out the Sci version of the new DOT-23 Drone kit modules.

Here's what the tooltip says it is supposed to do:
* Special: Using a Kit Module to Control a Foe causes the Drone to Scan it.
* Scan: Foe suffers -[45.7] Damage Resist Rating for 12 sec

However, it seems to work only with a limited number of Control kit modules, and if it even activates, only one or two enemies out of a larger controlled group are scanned.
I have tested this with several kit modules that have holds, knocks, pulls etc. on Defera and Qay'ghun:


Scan does NOT activate on:
- Anchor of Gre'thor
- Antiproton Leash
- Gravimetric Traps
- Gravitational Juncture
- Gravity Containment Unit
- Mass Gravimetric Detonation
- Paradox Bomb
- Smoke Gel Trap
- Tachyon Harmonic


Scan activates on:
- Cryonic Pulse
- Cryogenic Stasis Field
- Electro-Gravitic Field
- Harmonic Repulsor Wave
- Nanite Sonic Pulse
- Sonic Disruption
- Sonic Pulse
- Stasis Bubble
- Stasis Field


I don't know if this is intentional, or the drone not scanning in many instances is a bug.

    Sadly, I think with the original DOT-7 drones having 1 minute 30 second cooldown (from the Event) or the KIDD drones having 1 minute cooldown, like these latest 3 (ENG/SCI/TAC) it's just a bit too long for most to want to use them.

    I wish they'd reconsider the Original DOT-7 having a 1 minute cooldown, and the KIDD &/or 3 new DOT (ENG/SCI/TAC) having a 50 second cooldown. To me it just seems a bit too long.

    Not to mention expanding at least (some) of the Control abilities. Perhaps Sci drones scanning 1 enemy every 1.5 second up to 4.5 or 6 seconds, provided the Control abilities are still enabled.

    Though the few Pet's (Non-Combat) are selling for insane amounts--which seems ridiculous in contrast to the many new pet's that often go for 25-75 million in contrast. Though maybe they'll rethink that, if they first don't sell. :o
