Singularity Distributor Unit not working

On the Scimitar, the Singularity Distributor Unite console used to negate the shield drain loss completely on Scimitar Variants when Scimitar Battle Cloak was activated. Now, the shields remain for a few seconds, while the shield power drains quickly to zero (5-10 per second) until it reaches zero, at which time it drops all shields. I don't know if this is an intended gameplay change, or if this is indeed not working as intended. However, if it IS working as intended, then the tooltip should make that clear, as it is not clear when using it, and, as previously stated, there wasn't any power drain in the shield subsystem before.
