So I've never had problem loading the Boimler Lower Decks Duty Officer on other characters before. Is Boimler a problem for Romulan captains?
It just says that I can't load more than 3 of this category but I don't know what 'category' the Boimler DOFF falls under and I don't believe I have 3 of them loaded even if they do.
Here's a vid of me trying, if you can see that I'm doing something wrong any help clearing that up would be appreciated. I once thought understanding DOFFS was pretty easy. ..

You are only allowed 3 of them and sadly, Ground and Space stupidly count the same. So more then likely, you have 3 Security Officers assigned in your ground setup. You will have to remove one to equip one for Space.
Ground and Space should be separate.. but sadly, they are not.

If you want to ignore them that is your right, there is nothing wrong with that.
Much as I never thought I would say this, so far Lower Decks itself is actually the best Trek series CBS has come up with in the last four or five years. It has its ridiculous silly aspects but the sad fact is that they are not that much sillier than some of the stuff in DSC and PIC so far, and it is easy to see that the people making LD actually understand Trek unlike Kurtzman's live action writing and design teams.
In fact, Boimler isn't that much different from Ensign Riley (the guy that Kirk kept around despite being a total screwup because they were both part of the conspiracy to track down Kodos the Executioner). Every fleet seems to have a ship of people a typical commanding officer would not tolerate but still seem to get the job done, and USS Cerritos seems to be the current Starfleet one.
Believe it or not, the TOS Enterprise under Kirk started out as another one with its loose cannon slippery grifter of a captain, a half-Vulcan first officer with emotional-constipation and family problems, a psychic second officer on a long slow mental crash-and-burn (though he died in the second pilot), the already mentioned Ensign Riley, a guilt-ridden and almost depressive cynical chief medical officer (as of the fist regular episode) and an alcoholic (though exceptionally competent) chief engineer. And look how they turned out.
