Best hope of the empire trait NOT working

Is anyone else having an issue with the Legendary Dreadnought Cruiser's tier VI trait, Best Hope of the Empire? Pretty much the entire reason I bought that ship was for that trait and it's not working no matter how many times I activate the javelin, lance or beam overload abilities.
