BUG: Jam'Hadar without "Contact Dutty Officers" bridge station

Now is definetivelly confirmed. My Jam'Hadar don't have the Contact Dutty Officer bridge station as listed on this topic:

Today I finished with him all existing journal missions and still nothing, so someone said on the topic above about the mission Home, and is not related, all my other toons, including the newly created Delta Recruit were able to access that station since level 5.
