Consols Enhanced Plasma Manifold and Enhanced Induction Coils share cooldown

When using one of the consols a 1 min cooldown is started on both.

It's not a bug, they do the same thing...

Not quite - one affects Weapons, the other affects Shields.
However, they almost do the same thing, so it makes sense that they share a cooldown.

A shared cooldown is ok, but normally it is normally not the same length.
Using one console, the other should get 15 or 30s cooldown and not 60s. 60s is the regular cooldown.
