USS Voyager Admiralty Card Not Given to Non-Deltas on Same Account

All other special items, DOFFs, or Admiralty Ships can be claimed by non-delta recruits on the same account from the temporal officer (e.g. outside Admiral Quinn's office), just not the new USS Voyager admiralty card. Surely an oversight?

I certainly hope it is an oversight, but it may not be. Some of the unlocks the Klingon recruits get (like the Space Warefare specialist Boff) are only available to the recruit.

I hope these are all oversights because account unlocks were one of the biggest bones of contention when Delta Recruits were first introduced. Long time players don't want to be locked out of useful items on our main just because our main isn't a new recruit.

I posted a BUG report too, but I also saw Rattler2 got a response from the CM.

I did elude it may be operating as intended, perhaps perhaps they plan to allow you to acquire it from Phoenix at some Point or another Method for ALTs.
