Fleet Bank Withdrawal Limit Not Working

As per the title, when setting a withdrawal limit (for example 1 item) in a fleet bank, it won't limit the withdrawal. It used to work, but now it doesn't. Please fix this before fleets get ransacked.
EDIT: Upon further investigation, it looks like the limiter is actually still working, but the bank log is recording the withdrawals in triplicate. So it looks like someone is able to take out more than what the limiter allows. So the bug is with the bank log, not the limiter.
