Per the ARC response team I was instructed to file my bug report in the forums. (Ticket #456854)
I own account wide all Breen ships. Daly, my primary science character is unable to purchase the Flesh Brek Frigates. Thinking maybe our Fleet is out of resources, so I logged in another Science Character, Sterling is his name. So I used him to see if that Breen Frigate was listed. Sure enough I could see it listed from the STB supply officer. Additionally, the Frigate may be purchased from the dilithium store too. which makes no sense since the reward ship is account wide unlocked. I've enclose two pictures of each player at the supply store within my Fleet's STB.
