Items Not Unlocked For All Captains

I’ve recently returned to playing STO. Looking through the Zen store I’ve found that many items state that they unlock for the entire account, but they are only unlocked for the captain who purchased them (usually,my main toon, Antares). There are so many items that I can’t begin to make a full list, but here are just a few that I know for a fact Antares has purchased but are not unlocked for my entire account:
- Borg Bridge Officer
- Eisilum Crystal Horta
- Exocomp Companion
- Fluidic Space Tribble
- Gekli Companion
- Golden Tribble
- IDIC Tribble
- Pet Sehlat Cub Companion
- Polytrinic Acid Horta
- Runabout Companion
- Type 8 Shuttle Companion
- Tribble of Borg (which I recently bought again, thinking that I didn’t have it since it didn’t have the ‘Claim’ option. )
The list goes on and on. I'll add to the list as I find more items with this glitch. What’s going on, and how can I fix it?
***Note: This glitch seems to be only happening with items purchased in 2016 or before.
