Can't dismiss Duty Officer

On my Fed character, I have had a KDF aligned duty officer ("Mudug" - Quartermaster) stuck in my roster for quite a while. It won't let me use it and I'm not allowed to dismiss it as the "Dismiss" button is greyed out. I haven't even been able to donate it or transfer it or anything. Is there a command get rid of it?
