KDF Klingon Empire Admiralty NOT LEVELING to 10 (max)

I am trying to level my Klingon Empire Admiralty to level 10. It states "1,584 XP from reaching the next level in the campaign". I have completed and turned in well over 30000 XP worth of quests ovef the last few days and it never increases and never maxes out. Did the last patch break this?

I know when you level Admiralty, once you've exceeded the Daily XP Limit it stops progress; but otherwise I don't think so.

I generally switch back between a few Campaigns, when one is maximized for the day.
