Ground bridge officer issue

I just made a Klingon recruit and can't swap out my ground bridge officers. When I go to swap them out the replacement officer shows no abilities. I can not retrain the officers originally given to me by the story line either

It's a weird bug, but the Bridge Officer ground abilities don't show up until after they've gone on their first ground mission.
The skills are there, they just won't show up until after they've been on an away mission for the first time.

i can confirm both posts made here..
the boffs abilties are bugged and can't be trained, untill they have been active on a ground mission
