Bridge Officers Losing Abilities (w/ Video)

Some of my Bridge Officers have lost the ability to have their abilities changed. I've tried switching maps, being on a ground map, being on a space map, logging out/in, switching characters, and closing/restarting the game. Nothing works. Here's a video of it. I'm moving the Bridge Officers around, switching them with Bridge Officers that are working normally, and scrolling through their traits and abilities to show whatever details I can about the bug.
