I think "spokesmen" like Locutus are given a bit of a leash to act as a voice of the Collective, but are still not up to the same level as the Queen.

I can't take it anymore! Could everyone just chill out for two seconds before something CRAZY happens again?!

    Terran recruit event.
Join the Terran Empire. Remove Leeta from her throne and replace her with myself.
Well now that is an entertaining idea. LOL

Precisely! Even Seven had this leash, and she was quite open about it, and when in Fluidic space, still operated to the Directives given to her unwaveringly. She may have been seperated, but she did as she was told.

Seriously, players will try to find every route to 'break' control if they were the Collective. They wouldn't do as they were told. The Queen, directly and indirectly controls every function of the collective. The only way to change that is to be forceably disconnected or 'killed'. There is no dissension in the Collective, there is only one voice, one rule.

But as to the OP's suggestion, not happening and already ruled out. We've enough sub-factions, and if most people are like me, struggle to even play full-on darkside on SW:KotoR I and II
"You don't want to patrol!? You don't want to escort!? You don't want to defend the Federation's Starbases!? Then why are you flying my Starships!? If you were a Klingon you'd be killed on the spot, but lucky for you.....you WERE in Starfleet. Let's see how New Zealand Penal Colony suits you." Adm A. Necheyev.
