Changing BOFF outfits

I am having trouble changing the outfits on bridge officers. It seems that almost every time I try to create a new outfit a get a error message that says "You can not change the species of the character". I am getting so annoyed I could put a hole through my wall. Is there a place where I can submit a complaint to the development team?

(It's a known issue, a fix was implemented but KDF recruitment and the volume of new characters created seems to have broken it again. It could be related to the volume of new characters/boffs made.)
There's two work arounds.
1. Assign the officer you want to customize to your away team, relog, edit character.
2. Edit the character, make one arbitrary change, click "Purchase", hit the error. Then go back to editing the character, and QUICKLY hit the "Undo" and "Purchase" (saving customization) buttons. There's a short window you can edit boffs successfully in, and the undo button resets the officer to the point just before you made that one arbitrary change.
