Unable to access the "Installation 18" mission

I created a new KDF character for the Klingon Recruit event and I wanted to obtain the Nimbus Pirate Distress Call so I could use that in battle. As you know, the Nimbus Pirate Distress Call is one of the rewards for completing the Installation 18 mission in the Wasteland story arc.

The Wasteland story arc is not available to my KDF character.

I went to Nimbus III and spoke to Horace Jones directly; and he allowed me to play the 4 missions that precede Installation 18. But Horace doesn't give me the option to select and begin the Installation 18 mission.

I submitted a support ticket and support told me this is an issue that is a result of a bug; but suggested I make a post about it here.

I don't absolutely need to play the Installation 18 mission. My only goal is to obtain the Nimbus Pirate Distress Call for this Character (as most of my other characters already have it).

Horace Jones doesn't give the 5th mission in the sequence - it's Franklin Drake (Fed), Subcommander Nadel (RRF), or K'men (KDF).
Look for the relevant contact in your list of Available Missions/Incoming Hails.

Thanks, I found it. Must have appeared after I completed those first 4 Wasteland missions.
