Bridge officer skills will not load and I have no idea how to fix it

they wont load, I cant slot them I am fully promoted, and ive no TRIBBLE idea how to fix this TRIBBLE

    Try clicking on the reload default button, sometimes that gets it working. Also try removing the BOFF (select none), relog then reassign them.
