I'm not 100% sure this would qualify as a "bug", but I opened a support ticket, and was told that the specialists would not proceed with the recovery until I could give a link that showed that I'd filed a bug report on the forums. So, here it is.
Back on February 19th, I logged into one of my characters on Xbox and had two mail messages that said that two items I'd put up on the exchange had sold. One item was for 70,000 EC's and the other was for 35,000 EC's. But the money was not showing up in my character's EC total. I did some searching and found on the Wiki that the transfer should occur immediately. But it had not. So I filed a support ticket.
A short while after I filed the support ticket, while running around the Earth Spacedock, the third item I had put up for sale on the Exchange, sold. I got a little pop-up that showed I'd just received 20,000 EC's before I got the notification that I had a new mail message. So that one definitely occurred immediately.
As of today, February 27th, I still haven't gotten the EC's for the previous two items I'd sold.
As I said before, the support specialists won't proceed with recovering my EC's until I've posted a bug report on the forum. So, here I am.
For the support specialists who are looking for this, my xbox gamertag is "speelydan" and the character's name is "Sana".

Fortunately, after I was able to post this (per the support team's request) my support ticket was finally resolved and they gave me the EC's.
I guess that means this thread can be closed.
