Stuck in Battle Cloak

as the title reads. i get stuck in battle clock if i press the skill sooner than 2 seconds remaining on its global cooldown or if there is some kind of hitch durring combat.
why was this old bug re-introduced and then not fixed? why was cloak even touched when KDF Recruit came?
