Sniper(Starship) Trait partly nonfunctional?

Originally attempting to measure out at which ranges the "5-15% Bonus Torpedo Weapon Damage (increases with distance to target)" was giving what results, I'm increasingly certain it doesn't actually work.
Damage swings a lot, making tests a bit difficult even on immobile targets, but parsing the average has continuously shown either no gain or a net a loss in damage at longer ranges rather than a cat2 increase. While the crit chance % icon appears as it should, whether it's actually being calculated in weapon hits is something I'm also seeking confirmation on - just being uncertain's an issue when 5% crit should be rather glaringly obvious.

Here is just one portion of many, many tests: in PVP, with traits (except sniper) and consoles stripped out (PWOs remained installed) against an immobile Terran Styx with Aux to SIF III and (unfortunately for testing) Shield Mastery.
The weapon was a UR Altamid torp, set to autofire with no other weapons. Target's shields remained up.

I'm aware that this one among many is but a small sample, but the change in average damage shows similar irregularities every other time I've tried to figure this trait out as well.
