Can't get the feet romulan Heavy destroyer

trying to get the fleet Romulan heavy destroyer but for some reason it wont let me i can get the klingon/fed and jemhadar ones no problem. says im not the right rank and our spire is not T2 but i'm 65 and or spire is t3, im puzzled
