Uniform Option - Boot Nausicaan 2 (Glitch?)

This particular issue has been bugging me for a while. One of the Nausicaan boot options, specifically the second one with the armored knee pad and the blades on the sides underwent what appears to be a visual downgrade at some point down the line.
The image on the left are the boots as they appear in-game at present, and the one on the right as how they appeared earlier in STO's life. Note the downgraded quality of the knee pads and blades on the current version, and the fact that the knee pads themselves aren't positioned over the knees where they're supposed to be, replaced instead by "bands" that were likely supposed to be covered by the rest of the boot.
Is this a graphical glitch or a purposeful downgrade, and can it be fixed either way?
