BUG: Romulan Fed can't use Fed Outfits

My character a (Romulan Fed), not BOFF’s is unable to wear Fed side Uniforms and outfits. I do the following.

At the tailor shop I do the following
Click on (Category) Jacket loose
Then Click (Upper) The outfit list flashes then disappears. No error message just a quick flash and the list disappears.

My other Romulan Fed Character have full access to all the outfits.

Yup, this has been buggy as hell ever since they first tried to make faction outfits available to roms.
