Delayed Overload Cascade, Bridge officers won't learn new skill

Have some Delayed Overload Cascade I,II and III that I want to give to my bridge officers and it will not llow me to teach them this skill. I have attempted to do this now on four different toons and it seems non of them will function as intended, I have learnt other skills on the bridge officers, just can't get Delayed Overload Cascade to work.
