[BUG] Cross faction flying doesn't unlock all ships from opposite faction.

With the release of Star Trek Online’s 11th Anniversary update, we are releasing a feature that will allow players of all factions to fly the starship of their choice, regardless of the default allegiance associated with that ship.

After unlocking cross faction flying, I've found that the above is misleading. Several ships are not available, despite the hype in the articles and posts here by Kael that state "command any starship in the game".

Vet ships from the opposing factions are unavailable. The Sao Paulo refit (and it's equivalents) are unavailable. I've not done an exhaustive comparison from one faction to the other, but it seems that either there is a glitch in the system that prevents us from acquiring these ships (quite possible given the numerous bugs related to KDF recruits), or you missed a few.

Looking forward to being able to claim those ships. Any idea when we might expect this to be resolved?
