Klingon recruit account rewards

When I try claiming the klingon recruit account rewards on the other characters on my account, the box for completing the Empire story arc will go into my inventory but I can't open it. I tried on more than one character. I haven't finished any other story arc to see if this is a problem with just this award box or all the story arc boxes. The other reward boxes I claimed opened just fine. Also, it's giving my account the award for spending 15 specialization points on my Klingon recruit, but I haven't completed it yet.
