unable to slot boff skills (klingon recruit)

I am unable to slot/use boff skills from available skills tray beyond ensign lvl. On the boff skills tray only has 1 boff in it. My boff are currently lt com in rank. I have tried unslotting them and reslotting, relogging, changing maps. I dont know what to do, it is uncool I can only have ensign skills when I should have lt com available. Please fix this asap.

Update: please disregard I was in my shuttle, realized this when I went into a mission. Lol my bad!

    So I have a work around for you that is 100% successful for me. Go to the boff giving you trouble, in the skills tab reassign the default skills by clicking on new ones, if your boff is only trained in one skill, pick up a cheap manual and retrain it through the bridge officer trainer in the first city.
