On the wiki page about secondary deflectors it says ONLY sci powers proc. the deflectors.
is this true,. ie Intel,..Temporal,.or any spec. abilities DO NOT proc. deflectors?

Yet a few of my hard core SCI often have 2-3 secondary deflectors, most also have Deteriorating, especially when I'm using Tyken's Rift, Viral Matrix, Energy Siphon or some others in that grouping...
..realize Inhibiting focus on Exotic & Control mostly, while the later is Exotic, Control, with several requiring Drain; so skill values may be less, depending on which Skills your utilizing.
Despite what anyone says, the choice between Deteriorating and Inhibiting deflectors should come down to what abilities you plan on using the most.
I will point out though that... Deteriorating do about 4-5 times the damage per activation, compared to Inhibiting. (Inhibiting do about 2.2x the numerical amount (in the tooltip), but deliver it as a single pulse, while Deteriorating gives you ten pulses.)
True, if the powers you plan to use proc the Deteriorating secondary it is the better of the two since the ten pulses add up to more overall, but if more of those powers proc the Inhibiting but not the Deteriorating then a single big pulse is a lot better than no pulses.

This is true, but enemies may not live long enough for a full deteriorating lifetime, but do usually live long enough for the inhibiting proc, and you can easily set up two inhibiting procs inside the time of a full deteriorating cycle for those that do live long.

Sadly I do not believe so, only the ones listed for the given 2nd deflector type. One would have to test if newer sci offense boff powers proc or not should that list need updating.
I tend to run Deteriorating for the reasons listed above, and it's nice seeing the extra exotic damage, plus energy siphon gives good subsystem power, debuffs on target help everything firing on it, and tachyon beam has short cooldown (even if I've found the 2nd deflector proc not apply beyond initial target with that one starship trait that makes it AoE).

Further information: Tyken's Rift and Gravity Well also are only capable of applying sec def effects to the target used use to 'cast' the power. I.e. if you use Grav Well to cluster 5 Miranda Frigates, only the one used to the target the power suffers the extra effect. This is probably related to the no crits for Tyken's and Gravity Well issue above, and can not be WAI since Destabilizing Resonance Beam and Charged Particle Burst apply the extra damage to every target in the AoE.
