Ground weapons from Dominion vendor on DS9 become bound to character when upgraded.

The common unbound ground weapons purchased from the Dominion vendor on DS9 become bound to character when upgraded to epic. Evey other item I have upgraded from unbound common is bound to account when upgraded nor does the game tell you about that particular status change.
