    I'm guessing it's because Vigilance story arc was removed from the game.

    Have you replayed Duties of Command on your KDF, done the Galaxy At Large mission or its Klingon equivalent, and Temporal Ambassador?

    same here ... this issue only came up when the started doing revamp of Klingon storyline. I completed all delta recruit stuff when it first came out and was always able to reclaim the vigilance reward across my account up till the upgrading.
