Initial Duty Officers not being rewarded

Hello,

I just started a new Romulan and Klingon character, both are engineers.

When reaching level 11, I was hailed by the correct person. Saying that my intial batch of duty officers were now available.

But there is no reward box in the dialoge window, there's just text when you hail him. When you click OK, it just closes.

No duty officer package is being rewarded. Also visiting the person in question, doesn't help. They have nothing to offer.

I had to buy a pack from the C-Store on both characters.. I've had this problem before also, it seems to be an old bug. I found some more cases on the forum and on the STO Reddit linked below..

The duty packs and R&D packs at later levels are being rewarded like normal, it's just the first initial package is not being given to players.

Update, as I progressed further with my Romulan. The moment after I picked a faction, in this case Federation. The dialoge for the intial duty officers came up again, and Velaar on New Romulus rewarded me with the package.

So for my Romulan character, it seems to be a bug when using Experience Points boosters. So Initial Duty officers are not rewarded without having picked a main faction first.

However.. I have continued to level my Klingon, far past the level my Romulan is.. I've completed numerous episode arcs, in the correct order without skipping anything. And my Klingon has not yet received any duty officers.

Both my Romulan and Klingon characters were given x3 large experience boosters after completing the tutorial.

Same thing happened to me. Romulan character got to level 11 went to turn in quest no Duty officers awarded. At this point I've already chose a faction beforehand. Decided to re-roll a second romulan character exact same thing happened.
